Introduction
Presently, technology has become an integral pert f any business organization. Each
firm is trying as much as possible to move towards a technological-based management
system and fit in with the rest of the organizations in the adoption of new technologies to
improve their operations and better their productivity. However, the transition is not always
smooth because change management, generally, included bumps that threaten the success of
the changes. These challenges include resistance to change, the uncertainties on the
importance of the change and the difficulty of determining the appropriateness of the
technology (Tulenheimo, 2015). Still, it is not always a guarantee that these challenges push
down the integration of the changes, because with a well-established and organized HRD,
these technological challenges can be turned tie opportunities for organizational development
and culture.
The challenges faced by management in handling technological changes in a public
organization
When a public company plans to integrate a new technology in its operations, the HR
team try to find the answer to the questions of whether the organization is ready from the
change or not. Without determining the readiness of the organizations based on the proposed
change, the HR team is most likely to face a great deal of resistance to the change. That
means that handling the technological transformations will be faced by several constrains,
especially those coming from the internal environment. Without a proper understanding of
the need for and readiness of adopting the technology in the organization, it becomes
challenging for the HR department to find the support of the different groups, departmental
and key stakeholders in the whole management process (Hörlesberger et al., 2007). In the

end, coordinating activities, facilitating positive response to the change, integrating other
resources with the technological process and most importantly, realizing the anticipated
benefits of the technology becomes a critical hindrance.
Compatibility issues is another possible challenges HR manager face in handling
technological changes in a public organization. Compatibility refers to the ability of the
technology to communicate, interact and share information and process across networks and
between software. Bringing on new technology can be intimidating for employees’ who are
content in doing things as they have always done them. Adopting new technology can mean
changes to job responsibilities, added work load, additional training and personnel (Bradley,
2018). It is important that compatibility is considered in the early stages of the
implementation process, and that each part of the proposed technology is compatible with the
existing technology for smooth continuity of organizational operations.
Training is an issue that is persistent and important regardless of the level of the
technology and the existing ones. With new technologies comes the need to adjust the HR
team to be adept to thee functionality and importance of the technology handling process.
This means that additional resources are required for the training of the employees since lack
of adequate training can be a powerful obstacle to effective technology implementation and
handling as well as the general success of the organization (Bradley, 2018). Issues that may
lead to training challenges include resistance to change, retaining high-quality employees,
