Introduction
On May 7, 2018, about 10,000 Baltimore government computers were digitally seized by
hackers who demanded payment estimated at around $100,000 in bitcoins to free them back up
Chokshi, N. (2019). The hackers deployed malicious malware to block access to the government
computer system until system owners pay the ransom. Ransomware, as they are referred to, are
attacks where hackers lock up files using encryption, so users are unable to access them. The
hackers then go ahead and demand payment to provide the cyber keys to unlock the data, usually,
inform of hard to trace digital currency like bitcoin. According to a ransom note left by the attackers,
the ransomware that was used in this case was called RobbinHood. The note also threatened an
increase of the ransom if the payment is not made in 4 days, and destroy the information if the
ransom is not paid in 10 days.
This attack affected government emails, halted online real estate payments, and all
payments to the city's departments. All city services apart from 911 and 311 services were affected
by the hack. An estimated one thousand five hundred pending home sales were delayed according
to a letter from congressional lawmakers in Maryland who were requesting data on the attack from
the Federal Bureau of Investigation (F.B.I.) directors Jahankhani & Kendzierskyj (2019). City
council committee meetings were canceled, and water customers were affected as well. Upon
