Scenario

While attending a conference sponsored by a national nursing organization, you were captivated by the keynote speaker, a nurse currently employed as a lobbyist advocating for local and state healthcare legislation, who recently announced her candidacy for a position in the State Congress. Meeting this individual was the moment you realized you wanted to impact the healthcare of your local community through participation in her campaign for office. You expressed interest in opening her local community campaign office if she would provide mentorship.

She responded, “Absolutely I would be your mentor. Political advocacy begins with understanding the needs of your community, so research your community’s needs, develop a solution for a priority issue you would champion as a political candidate for local office, and present your ideas in a White Paper next time we meet.”

Summary
Elk Grove Village near O’Hare International Airport, Chicago, has opioid addiction
and death rates higher than the national average. The region is served by one rehabilitation
facility, Alexian Brothers/ Foglia Center, which is not sufficient to aid in the prevention and
rehabilitation of addiction. The problem of addiction thus continues to pester the people of
Elk Grove with the need for effective preventive and rehabilitation care. The proposed
solution provides both prevention and rehabilitation through a community-based approach.
The solution will include an awareness education program to be held in a venue yet to be
confirmed within the community. This will be followed up by a mobile clinic offering
rehabilitation services to people in the village. By providing education on opioid addiction
and providing a mobile clinic, the county health department will reduce opioid use rates and
increase rehabilitation rates.
Background
Elk Grove Village has a relatively high level of opioid deaths. Data from Policy Map
(n.d.) shows that the number of deaths per 100,000 is between 22.9 and 32.8. This figure is
higher than the national average of 21.7 per 100,000 (CDC, 2020). This higher than normal
rate of opioid deaths and addiction presents the necessity for drug rehabilitation and
preventive services in the village. Currently, the village has one private facility, Alexian
Brothers/ Foglia Center which offers drug rehabilitation services. Given that the surrounding
villages do not have sufficient facilities, many people will have to go to Chicago to get
rehabilitation services there. The private rehabilitation center has limited capacity to provide
the rehabilitation services needed for the village. The priority need for Elk Grove is the
provision of opioid rehabilitation and preventive services that match the current rates of
opioid addiction and deaths in the area. The proposed solution is the implementation of a
