1.Research Paper (20 points): This is an extension of the case provided earlier. You are required to provide recommendations using sound management theory, principles and evidence to assist the CEO.  This is an individual assignment and each student will submit her/his own recommendations.   Papers should be approximately 8-10 pages long (double spaced, font-size 11 or 12, Times New Roman, margins 1’-1.5’) providing evidence based management solutions based on the SWOT conducted earlier and should include an executive summary. The objective of this paper is to explain how to actually apply and use specific management theories, principles, concepts, methods, techniques, and tools to solve real world management problems. This work will improve your thinking, writing, and health care management abilities. You should locate and cite at least two peer-reviewed journal articles to support your recommendations, and use APA 6.0 system of citation ONLY in this paper. Points will be deducted if the articles are not peer-reviewed journal articles.  Recommendations need to be feasible, grounded in management theory and/or practice and evidence-based. Students are required to submit their papers online by the date indicated before 11.59 pm EST.  Extensions need to requested and approved at least 5 days in advance of the submission deadline. The analysis of Blake Memorial Hospital SWOT analysis is an evaluation of the strengths, weaknesses, opportunities and threats that the hospital is encountering by assessing its internal and external environment. Reid needs to establish whether off-site clinics recording losses should be closed or operations should continue. On one hand, Blake Memorial needs self-sustaining operations while maintaining a responsibility to the uninsured in the community. The challenge is to find a balance between the hospital’s long term viability considering the losses the clinic has incurred in the recent past, the mission to be of service to low income patients in Marksville and challenges, short term, of changing the profit history. Bruce should use the relations with local authorities as strength to help drive more funding to the hospital. Blake Memorial has qualified personnel that Bruce can capitalize on to overturn the poor quality of care that is affecting the hospital. Reid was in favor of the idea of reducing the staff in the hospital to make it leaner. This would be devastating to the quality of care provided. Instead, strategic leadership skills can be helpful in motivating the personnel to do more to attract the insured population. Bruce Reid has prior knowledge and experience as a hospital administrator. This translates to him possessing knowledge and skills that can help Blake Memorial. The prior knowledge that Bruce possesses running a hospital can come in handy in presenting to the board a plan. Weaknesses One of the hospital’s most pressing issues is the financial problem. The hospital has been operating on losses putting its financial position in a crisis. Reid is unable to borrow money so he is contemplating cutting costs. The offsite clinics have been operating on a loss that is expected to continue climbing. One of the reasons the losses are rising is the rising cost of running the clinic and Marksville budget deficit (Kovner, 1990). The rising costs of the clinic have affected the hospital’s capacity to operate. The clinics are located in a neighborhood where most of the patients were on Medicaid Program that did not cover the costs of the services provided. Bruce was incurring physician costs, in the clinics, amounting to $200,000 while the hospital lost approximately $100,000 (Kovner, 1990). The in-house clinic visits are dropping making it hard for Bruce to make a decision whether to close the clinics or keep them running. Prenatal care, which accounted for the clinics, 60% of business, was dropping (Kovner, 1990). The city had cut funding for outreach programs in prenatal care translating to low-income earning women to forfeit visiting the clinics since there was no supplementary outreach. BLAKE MEMORIAL HOSPITAL SWOT ANALYSIS Slow response of patients; considering the location of the clinics, in a poor community, patients were reluctant to come in except when supplementary programs were offered. This translated to zero/dwindling business for the clinics and the hospital in general. The hospital is also facing employee motivation issues. Even though Dr. Renee Dawson had remained with the hospital for long, the physician demands were forceful while there was a potential for physician’s defecting to St. Barnabas. Some of the issues affecting the motivation of the employees were the hospital’s serviceable in place of cutting edge technology compared to St. Barnabas (Kovner, 1990). In case the physicians defect, the hospital’s profitability derived from insured patients will diminish hence struggling to keep the facility open. Other weaknesses include poor quality of health care, mid-level management and slow access to required drugs. Opportunities Bruce should make a lot of efforts to overturn quality of services in the hospital. This is one of the opportunities that could alleviate the financial crisis currently facing the facility. The decision to change the quality of health care for the better could be propelled by Clara Bryant, the commissioner of health services. Kovner, (1990) Reid can work in connection with the local government to obtain funding to explore and introduce new innovative solutions to the clinic. Unlike St. Barnabas, Blake Memorial faces an outdated technological issues and dilapidated building conditions. Insured patients like seeing value for their money and this comprises of the premises and effort being made to treat them with good machinery. Seeing that the mayor is a strong supporter of the off-site clinics, Bruce can get the mayor to reinstate prenatal funding to attract pregnant women. One of the weaknesses facing the hospital is poor access to medication and equipment (Kovner, 1990). If Blake Memorial could collaborate with St. Barnabas and private practitioners in purchasing drugs and using machines, positive change will be realized. Reid admitted the St. Barnabas had the superior facilities and was making profits as opposed to Blake Memorial. Kovner, (1990) the strategy suggested by Ellen Schall is that of co-operation with outside parties in a position to assist in the realization of the hospital goals. This is an opportunity for Reid. Physician defection can be alleviated by encouraging them hence reducing the number of problems the facility is facing. Threats The dissatisfaction exhibited by employees in the facility is a threat to its existence and provision of services. The area has private facilities and the hospital rival that is threatening to poach Reid’s best personnel if the predicament of Blake Memorial does not change (Kovner, 1990). The clinics are a threat to the existence of Blake Memorial. The off-site clinics have been making losses that Blake Memorial has to cover even though the hospital is not in the financial position to. If Blake makes the decision to close the clinics, the city will be vindicated in terminating or slashing grants hence affecting the hospital (Kovner, 1990). Instead of considering to shut them down, Bruce should device ways to promote them among insured patients to increase referrals to the hospital. Another threat is competition or lack of co-operation with health care units in Marksville. Even though St. Barnabas is located in an affluent neighborhood as opposed to Blake Memorial clinics, hospitals have a similar goal of providing health care. With most BLAKE MEMORIAL HOSPITAL SWOT ANALYSIS insured patients seeking medical care from the affluent clinics, Blake Memorial loses paying patients and keeps registering losses (Kovner, 1990). St. Barnabas is unfairly driving market to their side through bribery. Such differences between hospitals are a threat. Conclusion With the challenges that Blake Memorial is facing, Bruce Reid needs to come up with a strategy to overturn profits and promote quality health care. The SWOT analysis identifies some internal issues like low employee morale, financial crisis and low healthcare quality that Bruce can address. Blake Memorial hospital cannot embrace management theories and principles which
deny room for participation (Kovner, 1990). In that context, the contingency theory is
outdone. This is because Reid has a very resourceful team of employees, and the hospital
should give room for patients’ reviews. The best theories are the systems theory, which treat
the organization as a system, made up of several systems that work hand in hand to reach the
organizational goals (Drucker, 2003). The theory X and the Theory Y are also essential in
keeping the resourceful human resource team at Blake Memorial hospital. The employees
make the human resource team that is the most vital and delicate part of the organization
(Mumford, Campion, & Morgeson, 2007). The organization should adhere to their rights and
keep them motivated for better output. Blake is going through a financial situation, having
made losses for some substantial length of time. The issue leaves Reid’s human resource no
option but taking great care of the available resources, since replacing them might be a
burden to the hospital. Profits are a by-product in hospitals, and are only made after
producing and selling the main product: Health. The hospital should not dwell too much on
profits and neglect their main product. The product should be affordable and of required
standards by the public. There should be no mistakes of letting information loose to the
public, as this might lead to loss of the competitive edge to the rivals. Reid should also thy
gathering any new developments in health and reasons as to while the competitor have their
competitive edge. Systems are subjected to both the internal and the external environmental
influence. The impact can be negative or positive and Reid should take keen consideration of

Presented with the challenge to manage a health institution that is already in a
financial crisis, Bruce Raid has the challenge of making essential strategic and short term
planning for positive progress. The planning involves the selection of the most appropriate
theory of management to use, and how to utilize the principles of management to achieve the
desired financial progress. The article text and a SWOT analysis carried out earlier proved
that Reid has a good team made of great professionals in the administration, and that the team
