Introduction
Teaching sexuality to adolescents is a sensitive issue that is faced by various
reactions. Many schools and community groups have embraced sexuality education and have
adopted sexuality programs in their teachings. One of the items that are taught in these
programs is abstinence from sexual activity. The outcome of teaching abstinence is that teen
pregnancy and birth rates have reduced drastically. However, the rate of sexually transmitted
infections (STIs) is still high among teens and young adults. This scenario shows that
although teens are being taught abstinence, they are not practicing it.
A-H Federal Definition of Abstinence
Different states have different policies regarding the A-H Federal Statutory Definition
of Abstinence. Twenty-four states and DV mandate sex education for the youth. Thirty-seven
states make it a requirement that when teaching sex education, abstinence must be included,
and 26 of these states emphasize that abstinence must be stressed. Thirteen states require that
sex education information taught in schools should be medically accurate. Eighteen states and
DC mandate that when teaching sex education, information about contraception must be
provided (Published: 2018).
The Clinton administration’s Welfare Reform Act in 1996, enacted the Title VAOUM
program. The title V funds are enclosed in the A-H definition of abstinence education. It is a
requirement that the state that receives the V funds adhere to the 8-point definition of
abstinence (Published: 2018).
Inclusiveness of sexuality education
