The School District of Palm Beach County, Florida is a national leader in the construction and maintenance of green schools. The LEED for Schools projects that were highlighted in this week's lesson demonstrates their commitment to creating a high level learning environment in as many of their buildings as possible, now and in the future.
However, it is the taxpayers from Palm Beach County who are ultimately responsible for financing this tremendous undertaking which encompasses new construction, as well as the transformation of existing facilities.
In the November 8, 2016 election, Palm Beach County, Florida voters approved a $.01 hike in the county sales tax. This $.01 increase was earmarked for the construction/expansion of new infrastructure projects and what has been deemed as "much needed" improvements to those which are existing. As a result of this sales tax increase, $1.3 billion, over a ten year period, has been allocated to the Palm Beach County School District.
A large portion of these taxpayers are senior citizens who no longer have children of school age. Many of them feel it is not their responsibility to fund this cause which serves them little or no purpose and think their tax dollars could or should be put to a "better use". To this aged population, living on fixed and limited incomes, facing critical issues such as the rising cost of healthcare, added life expectancy and increases in their overall living expenses, having their tax dollars spent on Green buildings has no place in Palm Beach County.
Try to imagine yourself as a member of this segment of the population. Explain and support your thoughts from their point of view, justifying or not justifying this expenditure. What if anything do they stand to gain from it? If similar initiatives were implemented in other places, would the opinions of those taxpayers be any different? Should this policy on Green buildings within the School District of Palm Beach County sculpt the shape of others? Answers should not be less than 300 words and every question should be answered.
