Introduction
The Consent of the decree of laws in the United States is a legal and formal judgment for the
agreement between two parties or sides in a legal case. The Consent involves acceptance to the
end course of legal course by one side when the other hand has a different opinion. It is used mostly
in federal civil antitrust enforcement, and this is the best enforcement tool to use when the rule of
law has to prevail between the parties. For this issue, the Consent agreement entails the misconduct
of the police officers. This paper aims in the preparation of DOJ consent of decree to the Virtual
Police Department head despite having numerous law enforcement in the US. The principal
objective of the research is to address the issues which lead to police misconduct and finding out
whether the Virtual Police Department is at the crisis of facing such threat and how to mitigate it.
Situation Description
The research of this report relied on the consent agreement in the Baltimore (Maryland) Police
Department (BPD) in the US. After investigations in the BPD, it was found out that that the BPD
took part in the practices of conduct that violated the fourteenth, fourth, and first amendment of
the constitution and the anti-discrimination laws if the Federal. In the report given to DOJ, it was
clear that BPD had been making arrests, stops, and searches without the required justifications.
They were further accused of violating a person's expressions act as expressed in the federal
constitution. Arrested persons were denied the chance to express themselves, right to defend their
points and right to remain silent. BPD applied enforcement that subjected the Africans (Black)
Americans to unequal rights, high rates of arrests, stops, and searches.
The practice led to a lack of trust in the BPD services and actions among the communities,
especially the black American community in the United States. The above decree facilitated the

misconduct of the police in the US. The order showed divided views among the citizens and
different cities in the state. The public expectations and opinions on the police stations were cut
shot hence having a point to distrust the BPD policing service. The public and citizens' trust
towards the police is cut short when the police violate the constitutional rights and laws.
Following the above unrest, the Baltimore Police Department and City leadership were then
requested in the year of 2014 October to join a collaborative reform procedure with the COPS. The
Civil Rights Division opened the investigation practice/pattern after the DOJ, and the COPS'
Justice Program Office continuously provides federal resources to the BPD, state officials, and
community leaders. From the research analyzed out, it is evident that the Baltimore Police
participated in the Consent of degree by their misconduct, depriving the community and people of
rights of protection as outlined in the constitution of the United States. Baltimore community then
developed a negative attitude and distrust towards the enforcement of the law by the officers
