$2 (unemployment\ rate\ -\ natural\ unemployment) = \frac{potential\ GDP - actual\ GDP}{potential\ GDP} \times 100%$

(Actual rate of unemployment -Natural rate of Unemployment ) = 2

(Actual rate of unemployment -5) = 2

Actual rate of unemployment =5+2=7
