Abstract

The purpose of this research paper is to identify the challenges faced by persons with
disabilities in the refugee camps. The disabled are prone to all forms of discrimination and social
injustices, unlike other individuals in the refugee camps. This research will figure out the physical
and societal barriers that prevent the disabled from achieving their dreams. It will also purpose in
establishing efficient healthcare, security, basic wants, among others, through the UN. The
research will advocate for the allocation of budget by the government to support the disabled
refugees. The study will ensure ICESCR upholds disabled refugees' rights, such as rights to quality
healthcare, clean food, employment, accommodation, and privacy. The team will also rely on data
provided by various agencies such as the UN and International Organization for Migrants (IOM)
to conduct the study. Interviews will be undertaken in the refugee camps to collect information on
disabled persons. The participants will be assigned pseudonyms to ensure accurate data is obtained.
This report shows that eight to ten percent of the total number of refugees are believed to be people
living with disabilities. This paper seeks to outline relevant literature reviews related to refugees
with disabilities and interpreting relevant data from previous scholarly studies relating to the topic
of discussion.

Most chronic conditions lead to secondary functional impairments, which in turn leads to
an increased number of people living with disabilities. These chronic conditions are not
diagnosed earlier and attended to fully by the relevant agencies in the camp. Thereby expanding
the trauma in the affected people. The Women's Refugee Commission (2013) reported that
refugees with disabilities are the most neglected and hidden group of all displaced people (Ahern

and Rosenthal 2007). These refugees are often isolated by their families, which lowers their
chances to reach essential humanitarian services, thereby perpetuating human rights abuses and
limiting refugee’s ability to live self-determined lives. Much of the health-related research

Introduction

According to the UN Convention for the Right of Persons with Disabilities, humanitarian
actors are obliged to protect the rights and provide safety to disabled persons at all costs. Disabled
persons need to be protected from various risks such as onset natural disasters, war, disease
outbreaks, among others. In most instances, disabled people's experience challenges during a
crisis, especially when evacuation ensues. Also, disabled people face hardships while living in
refugee camps. This article provides extensive evidence on the best approaches to ensure people
living with disabilities are served through humanitarian programs. The report seeks to develop
recommendations to the Department for International Development (DFID) to streamline
humanitarian programs. The recommendations are meant to help DFID advisors and partners to
design and implement policies in favor of people living with disabilities.

Most refugee camps are run by the office of the United Nations refugee agency (UNHCR).
Most affected countries recording the highest number of refugees are from Africa and Middle East
countries, where there are political unrest and frequent wars. Some refugees may spend less time
in the camps while others may spend up to 20 years, and others never leave the fields throughout
their lives. Many reports from the UN and WHO states that refugees with disabilities are at a higher
risk of human rights abuse (UNHCR, 2010). However, the identities of this vulnerable population
are achieved by clinical checklists, protocols, and emergency refugee toolkits.

The research focuses on populations living in low and middle-income countries. It took
five days for the research team to assemble relevant information about disabled refugees in various
countries. First, the team relied on a review of the country profile in question. There were no
systematic reviews available related to disabled people and humanitarian services. Few peerreviewed articles and internal guidance articles had little information that helped to develop the
research. Most information was derived from non-peer reviewed articles such as organization
reports. Secondly, the team contacted DFID experts who provided extensive knowledge on how
they managed disabled refugees. Thirdly, relevant data was available from the electronic
databases. The team also conducted a review of crucial disability portals and resource centers.
Lastly, the team researched journals that focused on the disabled population.
