What determines whether policy is enacted or not? Who holds the power and authority to make and change public policy? public versus private concerns in relation to policy making and the government’s role in this process.
Besides the government and the president congress is the one who can actually determine whether policies are created or not. Congress also has the authority to pass the amnesty law for undocumented workers in the US. Even though the president does want to make such change it entirely goes through Congress even if he wants to declare war with another country.
