Parental Decision on Non- vaccine or Vaccinating Children 12 and under in the US
1.0 Introduction
Vaccination is part essential in children, and parents play a critical role in the health of
their children. In the United States of America, parental decisions have affected the health of
children under the age of twelve in one way or another. For medical reasons, children in the
United States are exempted from vaccinations, but parent hesitancy has affected how their
children are immunized (Shen, C. S & Dubey, 2019). Thus, this action research paper proposal
seeks to analyze the factors that influence change in regard to their cultural, social, economic,
and living aspects. Making a decision or choosing to immunize a child can be influenced in one
way or another, but there are also side effects that are associated (Shen, C. S & Dubey, 2019).
However, in the United States, some laws result in prosecution regarding child vaccination and
immunization. Considering that parents play a critical role as the main participants in this action
research, this paper will examine what influences their participation. Finding the problem will
help in understanding as well as providing the best solution to diagnose the problem.
This is an action research proposal that facilitates the research on parental decisions on
the choice of vaccinating children under the age of twelve years in the U.S. In this action
research proposal, and the paper entails a theoretical framework, practical framework,
facilitation, and an overview of the organization sections. Based on these sections of the action
research proposal, a detailed explanation will be provided on the basis of theories of action
research and the process of consultation. Moreover, considering the philosophy of appreciative
inquiry, the information provided will help determine how effective it is in the organization
(Hung, 2017). Therefore, the theoretical framework provides a basis to understand how this

action research will mitigate and diagnose the problem of parental decision making to vaccinate
their children (Benjamin-Thomas et al, 2018).
Regarding the practical framework, enough information has been provided on how action
research will be conducted. Data collection techniques from interviews, questionnaires,
observation, and surveys are well presented to help in search of data that plays a critical role in
this action research. Additionally, based on the grand objective of understanding the
determinants that influence parents’ decisions on vaccination of their children below the age of
twelve years, it is essential that this paper will be analyzed in detail. Also, the specific objective
of this paper is to improve the decision-making process for parents in vaccination programs for
children less than twelve years (Benjamin-Thomas et al, 2018). Thus, based on these two
objectives, the planning phase, action phase, facilitation of the reflection phase and evaluation of
the project will show how the problem is diagnosed regarding the values of Action Research
(AR) and Appreciative Inquiry (AI). The information is supported by various sources that are
peer-reviewed and also academic.
In an effort to solve the problem as an organization, appreciative inquiry, and action
research sections, values play a critical role towards diagnosing change in the organization? This
is supported by looking at self as an instrument and how it is engaged in this action research.
Moreover, with an overview of systems theory, open systems are also critical to understand what
role the surrounding environment plays in a change of the organization. Therefore, by an
overview of the organization, this paper will seek to determine roles played by each individual
and what they participate in for change.

2.0 Theoretical Framework
2.1 Theory of Action Research.
The theory of action research creates a foundational basis on which organizational
development. Lewin is among the foundational father of change theory, and in his statement, he
agrees that "for action to be implemented, research has to be done and vice versa." Organizations
are faced with challenges that require diagnostic approaches rooted in action research as the main
foundations (French, 2009). Not only is it important to identify humanistic values in
organizational development but also to understand their impact on organization growth and
maintenance. By understanding, it means that it is essential to have knowledge of the root cause
of organizational issues and their dynamics. It is a long-term solution when all key
organizational stakeholders are able to understand the concept of organizational change based on
