Introduction
Different container terminals across the globe play a critical role in the shipping industry.
Most of the world's busiest, most massive and famous terminal ports such include Shanghai,
Ningbo-Zhoushan and Shenzhen in China, Singapore, Hamburg in Germany, Long Beach in the
U.S and Busan in South Korea (Kadir et al., 2020). However, when it comes to cargo throughput,
the port of Shanghai is the largest container port in the world over. Often cargo arrives at
container terminals in a single ship; the freight is then distributed over various modes of
transportation ready for delivery to different customers (Kadir et al., 2020). Although rapid
modernization and globalization are imminent, most container terminals are not as efficient as
they ought to be. Terminal management needs to draw rules and guidelines for safe operating
procedures and systems of work to safeguard the safety as well as the welfare of terminal
workers and users.
Risks
Since the beginning of the year, a lot of industries, including the shipping sector, have
suffered a massive blow from the coronavirus (Northam, 2020). The Covid-19 epidemic has
affected business operations across major sectors, and the container terminals are not exempted.
As such, coronavirus is currently a significant risk to smooth business operations at container
ports (Northam, 2020). The terminal management, workforce and even users are afraid of
contracting the coronavirus. A lot of container terminals have been abandoned and vacated for
fears of getting or spreading the coronavirus (Paris, 2020). At the moment, more than four
million of the world’s population is affected by the coronavirus (Bowler, 2020). Therefore, at the
container terminals, the chances of spreading the virus are quite high because the working spaces
