It all starts of the people of the city and the citizens of the country. Believed it or not their vote is what counts today. Cognitive biases are a way of thinking in certain. ways. The people are the ones that believe and can make changes to a public policy. Even with freedom of speech people have a right to say what they feel. Belief bias is another example where someones evaluation of the logical strength of an argument is biased by the believability of the conclusion.
