It all starts of the people of the city and the citizens of the country. Believed it or not their vote is what counts today. Cognitive biases are a way of thinking in certain. ways. The people are the ones that believe and can make changes to a public policy. Even with freedom of speech people have a right to say what they feel. Belief bias is another example where someones evaluation of the logical strength of an argument is biased by the believability of the conclusion. So the people is really who can make decisions on how a public policies should change. Only yes of course at the end congress has the final decision and it goes through the president.
