Reflect upon the economic factors that would lead a CIO to consider outsourcing or off shoring critical IT segments as a viable option for an organization.

IT strategic decisions at the enterprise level of the organization are those which effect accurate performance of the security methodology and relates directly to the IT department of that organization. It aims for a higher level of decisions  usually taken by higher level managers mostly operational managers that run most of a company. Its mostly because of diversity that mostly a CEO has to consider when it comes to outsourcing. Most systems analysis's view off shore outsourcing as an irreversible trend attracting more and more companies by its short term and long term economic benefits. It is also true  that service companies employ the most advanced technologies and offer its lowest costs compared to its IT services inside a firm.
