UNIT 2 – REVISED LITERATURE REVIEW Unit 2: Revised Literature Review Jacqueline Rodriguez The Chicago School of Professional Psychology 1 UNIT 2 – REVISED LITERATURE REVIEW 2 Background Statement This public transportation organization, ABC, is one of the largest mass transit operators in Chicago, Illinois and some of its surrounding suburban areas. ABC is also the second largest public transportation system in the world. It is an independent governmental agency that started in October of 1947, after acquiring the properties of both the Chicago Rapid Transit Company and the Chicago Surface Lines and their communities. This public transportation organization has become the predominant operator, when it purchased the Chicago Motor Coach system back in October of 1952. It has at or around 1,864 buses that operate on or around 130 routes and makes about 19,237 trips a day. It also serves as the rapid transit system that operates on eight routes, that makes 2,318 trips a day to serve its 145 stations. This public transportation organization is one of the few in the world that has rail services to two of the major airports in Chicago, which are the O’Hare International Airport and Midway Airport. As a result, the ABC public transportation organization not only serves Chicago and 35 suburbs, but, its ridership is at or around 826,322 via bus routes and at or around 759,866 via rail lines. It also meets the transportation needs and strengthens links that need to connect between city neighborhoods and those that cannot or are not able to drive vehicles, as well as the disadvantaged. Furthermore, the ABC Public transportation organization helps bring physical and social support within the Cook County regions and its communities, by providing the training necessary to create new jobs and opportunities for those residents. Problem Statement The presenting problem is the current onboarding process does not provide the applicants with training that is aligned with being a train conductor, who has to be familiarized with train UNIT 2 – REVISED LITERATURE REVIEW signals, buttons to push for operation of the train, as well as familiarizing themselves with the signals and different precautions, along with safety of the riders and how to handle any emergencies, should they arise. Being a bus driver or being in the field, you have to have great customer service and communication skills, not to mention, a clean driving record, as well as familiarization with the equipment that you will be working with. dealing with the public and many riders, on a day-to-day basis. Their KSAs and being aware of these important factors need appropriate training and possibly apprenticeship certification and without the basic assessments necessary, how will the selection process be a productive and positive one in the long run? Not to mention, if chosen, being able to be a good fit and understanding of the culture, the code of conduct, the ethical values and mission of the organization that come along with becoming a new employee and being on probation for 90 days. With this in mind, negative factors and symptoms can come right around the corner and cause high turnover, loss of time and money in training and cause behavioral problems. This alone can cause negative symptoms that include such factors as high turnover and behavioral problems. The job training has to make sure to intensely prepare these individuals for all other types of job preparations that they need, so that they can be certain that these applicants are aware on what is involved. Preparation needed for these individuals is something that also must take place. If not prepared, this can cause the new applicants to have resentment and feel that they have not been 3 UNIT 2 – REVISED LITERATURE REVIEW 4 treated fairly, which in return, can cause resentment (Sloan, 2012). This is where the experiential learning theory plays a significant role, which according to Kolb’s theory, can be used in the development of new concepts that are provided by new experiences. “Learning is the process hereby knowledge is created through the transformation of experience” (Kolb, 1984, p.38). Motivational issues seem to harbor negatively onto many of those applicants, which may reflect onto the organization. Having the partnerships, jobs, workshops and trainings within the communities, which is provided by the ABC Public Transportation, provides the course of doing business and provides better opportunities for the disadvantaged and unfortunate individuals within these systems, that may be lacking the skills, education, lack of stability, and lack of services, safety and workshops that were promised to erupt for them. Others issues reflected onto those with criminal backgrounds and those who are exfelons, that now wanted to change their lives to do better, but, were surrounded by many barriers to employment and its funding. The ABC Public Transportation and its providing of the Second Chance Program will continue to provide, help, and create new positions, as well as continue to have a positive impact onto the communities, self-esteem and self-confidence to the individuals that go into the program, which in the end, creates growth and motivation to all people involved and a positive reflection onto the ABC Public Transportation. Purpose Statement: The purpose of this ARP is to evaluate the current onboarding program, with the goal of revising it, to properly prepare the employees that are entering through the Second Chance program. UNIT 2 – REVISED LITERATURE REVIEW 5 The self-confidence and motivation that plays a significant role in this work environment, will help provide them another chance of job security and growth for their future. The expected outcomes from this change, will reduce high turnover, increase compliance, along with providing the knowledge, skills and abilities (KSA’s) necessary, when it comes to the alignment and measurements needed to fulfill the organization’s vision, mission and culture. Not to mention, the progress and reflection that it will have on these individuals for growth and success and the reflection that they can take back into their communities, as well as onto the organization and the success of its Second Chance Program and training.
