For this assignment you will pick an area of social welfare that you are interested in (e.g., Child welfare, mental health, disability, substance abuse, health care, criminal justice, etc.). Next, you will find a Bill that is being proposed and voted on at the Federal Level (Congress) or State Level (any state you choose) and write a short paper 2-3 pages about the 1) general social issue that bill addresses, 2) the purpose or intent of the Bill, and 3) your opinion about it (would you support or oppose the Bill and why?).

OK here's just a quick little instructional video and audio on the first assignment that's due Sunday. How to go and actually search for a bill. At either the federal level state level so I'll just want to example here run through at the federal level is probably easiest I think if you do it or the Senate or the house so Real Simple Start here. At the top here and the two websites for the Senate the House are the. House dot gov or W W W dot Senate Doc gov So you just do that. Go to that website and if you look in the right hand side here you see. This section here bills and reports click on that page down over here. And if you know a bill number like say you happen to read an article about a bill a House bill would be H.R. for House or Senate S.B. would be for the Senate so you could do that if you know what the bill is what I'm guessing you probably don't have something like that in mind more likely you're going to want to search for a word or phrase so let's walk you through one and see how you kind of page through with us so let's just do something that I know that there be something on mental health real general if you have something more specific in mind put that in there be as specific as you know you want to be but let's just do mental health OK So mental health I take that and look there's a lot going on here hundred sixty three bills can taining this phrase so what you want to do is just kind of look at all these here and I look and say one that jumps out at me right away is the military mental health Empowerment Act The big issue right now is that we've had. Thirteen almost fourteen years of continuous war. And a lot of soldiers coming back bill for the physical and mental and emotional injuries. That something that is going on in Congress is a tension so over on the right hand side if you get the P.D.F. document or the idea that I like to just get the actual. Text it's easier to get a page through so I click on it. A lot of this is just kind of like. You know. Legal speak so you have to kind of sift through what the main points are so read the. What is this all about here and I'll give you like basic stuff but still you might not quite know what's going on. An important thing to look at is short title this would be the title like you know just like. The Affordable Care Act is Obamacare and Obamacare wouldn't be here but it will give you like health care reform a good deal like what the popular name is silly can do a search outside of this so do your best here again to try to get a sense of what you think this bill is about just read through and this is short. What what is this all about so looks to me like this is about reducing stigma to make it easier for soldiers to ask for help and that's a big as not a big problem the military always. In my dad even talked about in World War two That is just something you didn't talk about and if you were and he was in two hundred thirty five days of continuous combat and yet you weren't allowed to say that you were I haven't any problems if you did he called blowing your top. Soldiers blew their top and you were afraid of those people because they were dangerous if you were in a foxhole with them that they were a risk for themselves and for you. And so there was a fear of those people and more so there was a fear of asking for help because you became stigmatized so this looks pretty interesting. OK so you don't get a whole lot here and I'm not going to ask you to click on the full bill because again most of it is just legal speak that I wouldn't have a clue what a lot of it means so there are plenty of people. That know a lot more about it click on the bill summary and status though you don't have to tell me much about this but I just want to show this to you. That the last class session will talk about the the actual process of how a bill gets proposed and how it marches its way through the whole process so this tells you. Where it is in process this one looks like it's been sent to committee. You can read the text the whole legislation if you want more likely just read the summaries. Co-sponsors This gives you a sense of whether this is a kind of a conservative bell or bipartisan or liberal bill. Here are the ten co-sponsors or Typically what there is is there's a person who says they want to sponsor it and that is Representative Andre Carson of Indiana and that he goes around looking for co-sponsors the more co-sponsors the more likely that is that it will move along. And it doesn't say what they are so let's click on one representative to see I'm assuming this is a Republican. Bill. I don't see it here you don't need to know this but I you can look this person up. To get a sense of who they are but she looks like or he looks like a like this is the Republican bill. But I'm not sure about that anyway OK so you have a sense of who the sponsors are if you are advocating for this bill these would be important names to know because you would want to make sure that you contact each of them and tell them that you support this bill and then ask them who they want you to contact as well to move it along the next thing would be what committee was it sent to. As a again not part of this is Simon but just is just so you can see how you go about looking for this stuff OK so now. You have some basic information need here to write papers the paper and let me start by saying that the assignment actually no I hold off on that for a second I want to take it accept a good thing to do is to search outside of this environment and just do maybe a general internet search so let's do that. Look So there's information out there people want to promote it they want to know. People know about it they want they want people to support it this is a good site this is actually a government site that I've used before this gives you. A look under Carson is a Democrat so I was completely wrong. I'm this is a bipartisan issue everybody supports the military. This will give you where it is it's been assigned to a congressional committee and I think this is really interesting it was and it's been introduced has been referred to committee and this is the rest of the process prognosis has a three percent chance of getting passed committee Well that also means two that it's going to be marked up and changed in committee so it may come out of committee going coming out unchanged it's very unlikely full title of the bill just the basic information here it links you back to direct bill where you want to do to is when you do your search look and see if you can find some other organizations ready but it's obvious that advocacy organizations saying hey we really support this bill and I do that when I see something proposes disability related I go to sites like the Ark and the United servile Policy Association and the American Association intellectual development of this bill it is to see what they think about their people that monitor this stuff and I also noticed on that site too which is very helpful if you're if you were following this is to track the bill to tell you where it's at a lot of bills dying committee you want to know where it is and track it OK so last thing just look at the assignment quick. The one change I'm going to make is down here write a short paper two three pages one page one page is fine just tell me give me a one paragraph summary of what the bill is about. And then that means what's the general social issue and what's the purpose of the bill so it's status mental health stigma it's supporting. Veterans coming back from Iraq and Afghanistan and then just tell me what you think about it it's just again this is I'm talking a total of three paragraphs here. The main point is free to know how to go and look for these types of things so you can track stuff but just tell me a little bit about it what do you what do you think about this bill is this something that you would support is something you wouldn't support why wouldn't you support it or why would you support it and that's a real simple make sure you follow A.P.A. format if you don't know what A.P.A. is I would check into that. Just basically means a short concise writing make sure it's grammatically in good shape. My advice and have someone review it for you a friend a family member or someone you know work whatever it is just have some I give it a read through the stuff you find other stuff other people find shocks you sometimes I write for a living and yet I read articles I'll walk away from them for a couple of weeks and come back to and I'll read it say I can't believe I put all that in there I mean you've seen some of my stuff posting other grammatical errors that I'll have in my I post even. If it's something that needs to be checked that's it nothing more on this if you have any questions about it email me directly it's due Sunday night I know everybody's getting tired and getting stressed so this one just I think if you just take an hour you can crank this thing out and get it into me just again make sure someone proofreads it for you so that it is grammatically good shape and thats it.
