I’m studying for my History class and don’t understand how to answer this. Can you help me study?

What was the possible range of responses European powers could use? Why do you think they chose violence in some cases and peaceful alliances in others?

European countries could have used a variety of responses:  boycott, embargo, denigrating America on any number of issues, war, raising taxes on American goods, to name a few.  One reason for choosing peaceful alliance over violence would be that the foreign country had a large investment profile in the US; a reason for resorting to violence would be the foreign country's reputation or desire to be seen as an aggressive nation.
