When having trouble selecting a title for an essay, I always look for some poetically profound phrase that I may have included in the essay itself. Usually this occurs in the concluding paragraph because that is where all the ideas of the essay are wrapped up in nice little bow. And of course it depends on the level of formality of the paper itself (know your audience). In your case, it seems like you could either choose a title that directly addresses the topic of discussion. Something along the lines of "School Lunch: On or Off-Campus." Or maybe a little something more charming like "The School Lunch Dilemma." Or simply "The Lunch Dilemma." With all those things in mind, hopefully you can try to come up with something more creative that speaks to the tone of the essay itself.
