Introduction

Budgeting entails monitoring any organization’s cash inflows and outflows to enable and
effect efficient planning for purposes of meeting the organization’s set goals and objectives. The
police departments are a public entity that utilizes public resources. This makes it even more
important for the police department, just like any other public entity to account for the way
public resources are utilized to track any wastages, hence ensuring that public funds serve their
rightful purpose; to provide public services and goods most efficiently and cost-effectively. An
efficient budgeting process in the police department ensures efficient service delivery (Larsen &
Blair, 2009) and ultimate satisfaction by the citizens. In a bid to ensure planning and an effective
budgetary process, the question as to whether police departments should train sworn-in police
officers on how to complete financial reports and prepare their budgets or hire civilian personnel
for these tasks arises. This debate will look at both sides of this question while considering
factors such as whether civilians have enough policing knowledge for effective budgeting for
policing needs and whether sworn police officers can fulfill this task without proper finance
education.
My position is that the police department should not train sworn police officers to
perform the finance functions of budget preparation but instead hire civilian professionals for
these tasks. The professionals hired are the ones to be trained on the policing budgetary process
for them to customize the knowledge they already have in finance and budgeting to the police
department operations.

Civilian professionals are trained in finance and the budgetary process hence can easily
apply these principles to any industry or organization if they are brought into all the
organizations’ operations and expectations. Sworn officers cannot fulfill this task without proper
education and degrees and this would necessitate training which will be expensive and timeconsuming. Also, most police officers have no interest in an additional career.
2. Independence
Having civilians work on budgeting for the police department creates independence
