  1. Review the Week 2 Individual Knowledge Check. Consider this issue from the point of view of Bobby and from the Management. Good HR Management weighs multiple perspectives of issues as an effective means to devise programs, policy, and initiatives that enable the organization's culture and effectiveness.
Write a 700- to 1,400-word analysis, using your research, of the incident, "I am qualified, Why Not Me?" Include the following in preparing your response:
    • Provide a critical analysis of the scenario. What are the details (facts) of what took place? What are the considerations of this situation from the employee point of view and from the management point of view?
    • Discuss whether or not Bobby has a legitimate complaint. (Consider HR principles and employment law along with motivation principles). Does any organization, like Crystal Productions, have a responsibility to provide training and development opportunities to enhance promotion from within?
    • Explain the advantages and disadvantages of a promotion from within policy and whether such a policy would be appropriate for Crystal Productions.
    • Identify what the Head of HR should consider as the first step in creating the policy, who should be involved in developing the policy, and what should be done in preparing for implementation. (avoid first person language).
    • Recommend the desired goals/outcomes of such a policy and the impact the new policy would have on staffing and performance management strategies for the organization.
    • Summarize what impact the changing workforce might have on the new policy. (Think about the nature of work in the present environment, generational attitudes toward work, economic conditions, etc)
    • Summarize a brief policy that addresses hiring from within.

Include a minimum of 3 sources to support your work comprised of the course text and 2 peer reviewed journal articles (see Announcements section for definition of a peer reviewed journal source). Government and professional organization websites are good sources but will be considered as additional sources to the 3 required. Keep in mind that usage of the text must extend beyond merely citing the scenario.

There is a template in the Announcements section to help with proper formatting of the cover page. There is another handout posted in the Announcements section that has the main general rules of APA.

INCIDENT 2 I Am Qualified, Why Not Me? Five years ago, when Bobby Bret joined Crystal Productions as a junior accountant, he felt that he was on his way up. He had just graduated with a B+B+ average from college where he was well liked by his peers and by the faculty, and had been an officer in several student organizations. Bobby had shown a natural ability to get along with people as well as to get things done. He remembered what Roger Friedman, the controller at Crystal, had told him when he was hired, “I think you will do well here, Bobby. You’ve come highly recommended. You are the kind of guy that can expect to move right on up the ladder.” Bobby felt that he had done a good job at Crystal, and everybody seemed to like him. In addition, his performance appraisals had been excellent. However, after five years he was still a junior accountant. He had applied for two senior accountant positions that had opened, but they were both filled by people hired from outside the firm. When the accounting supervisor’s job came open two years ago, Bobby had not applied. He was surprised when his new boss turned out to be a hotshot graduate of State University whose only experience was three years with a large accounting firm. Bobby had hoped that Ron Greene, a senior accountant he particularly respected, would get the job. On the fifth anniversary of his employment at Crystal, Bobby decided it was time to do something. He made an appointment with the controller. At that meeting, Bobby explained to Mr. Friedman that he had worked hard to obtain a promotion and shared his frustration about having been in the same job for so long. “Well,” said Mr. Friedman, “you don’t think that you were all that much better qualified than the people that we have hired, do you?” “No,” said Bobby, “but I think I could have handled the senior accountant job. Of course, the people you have hired are doing a great job too.” The controller responded, “We just look at the qualifications of all the applicants for each job, and considering everything, try to make a reasonable decision.”

I am Qualified? Why not me?
Critical analysis of the scenario

The position of Junior accountant at the crystal productions company had been filed by
bobby for over five years now. Bobby felt that he deserved a better position since he was qualified
and had worked in the company for quite a while now. Friedman, who is also the controller of the
company, also had on numerous occasions told him that he was meant to move up the ladder in
the company. This only meant that with time he would be able to occupy a senior position in the
company. Nonetheless, Bobby has been able to apply for numerous senior positions in the
company to no avail, (DeVaro, 2016). Just recently, the company hired an outsider to fill the
position of the Accounting supervisor. After being disappointed for not securing the position,
Bobby went to complain to Friedman who clearly stated that the company only hired those
individuals who were the most qualified for the job to make their decision on whom they were
going to hire for the job. Bobby was frustrated and agreed that despite being qualified, he was not
considered and picked for this position.
Is Bobby's Complaint legitimate?
In this case scenario, I do not think that Bobby's complaints are legitimate. This is because
there is no company policy or clause that state that the company solely promotes people internally
when a position arises. Bobby might have been misguided when Roger was able to tell him that
he had the potential to move up the ladder. To him, this seemed like an excellent opportunity to
move to a more senior opportunity in the company, (Bika, 2019). Furthermore, the controller at
Crystal Productions had clearly stated that the company only hired on the grounds of merit and
qualifications of the applicants and not necessarily from within the company y. That being said,
it's evident that the company so it fit to hire another senior accountant because they had more

qualifications than Bobby did. The company might also be limiting itself by not developing their
