I think smartphones has increased communication among people, since right now you can connect with anyone around the globe and even meet them face-to-face with video call uprograms like skype. You can even meet new people through social medias and random chats. I dont think it has limited the interpersonal skills at all, since people still personally communicate with others when they go to work or school or just go out in public. In fact, its easier to meet up with people through the use of smartphones. You can just text your friends and hangout.

At the end of the day, it all depends on how you use your smartphone. Use it too much and you'll get drenched and left out from your surroundings and it might even make you dumb. But use it right and it could enhance your quality of life. The choice is up to you.
