During the Vietnam War, the Central Intelligence Agency (CIA) ran a series of flights
over Laos’s country in pursuit of undercover operations to supply the anti-communist guerilla
fighters. The aircraft bore the emblem of a civilian passenger plane, and the color scheme was
painted with civilian colors to enable free and safe passage through the so-called “danger zones”.
It is typical for many criminal and governmental organizations to have various “front” businesses
to remain incognito in the planning, purchasing, and implementing specific actions and
procedures. Foundationally, the CIA was provided the capabilities to incur funds from the
federal government to fund covert operations that the government had to ensure plausible
deniability. Air America was one of the instances related to other CIA operations like the failed
invasion of Cuba at the Bay of Pigs or the Iran-Contra affair. These three missions had, in
common, a desire to supply, by any means necessary, an insurgency capable of overthrowing the
established government in that region.

about the CIA, which gave the Director ``certain administrative authorities necessary for the
conduct of clandestine intelligence activities that were not available to government agencies

generally.” Specifically, the law allowed for the Director of Central Intelligence (DCI) to expend
funds for the procurement of “goods and services to carry out the Agency’s functions without
having to comply with the cumbersome procurement rules applicable to other government
