1997 mercury sable. rear brakes . replaced rear drums and shoes , when I tighten the wheel lugs I can't turn the the wheel just like it locks the brake, took the drum off and put it on the other side to see if it was a bad drum, works fine, so thinking I got a bad shoe or something , measured everything. don't see any differences' stumped,
