I will use elimination.

0.02x+0.01y = 0.1  multiplying by 100    ------>        2x+ y=10

-2x+3y=-18                                                                 -2x+3y=-18

                                                                                          4y=-8

                                                                                             y=-8/4=-2

Replacing y=-2 in the second equation (you can use also the first one)

-2x+3(-2) = -18

-2x-6=-18

-2x=-18+6

-2x=-12

    x=12/2=6

Solution: x=6 y=-2  or (6,-2)
