The CATO Institute is a public policy research organization dedicated to the principles of
individual liberty, limited government, free markets, and peace. Founded in 1977, the CATO
Institute has a number of scholars and analysts who conduct independent, nonpartisan research
on a variety of public policy issues. Further, the CATO Institute is a non-profit organization with
a 501(c)3 tax-exempt status by the IRS. The organization was founded by Ed Crane, Charles
Koch, and Murray Rothbard and remained one of the prominent think-tanks in Washington
where it is headquartered. CATO is a reference to Cato’s Letters, a series of letters published in
England in the 18th century depicting a vision of a society free from excessive government
power. Public policy remains an integral part of the American government's function, and the
work of the CATO Institute is influential in steering policymakers and the American public
towards adopting effective solutions to public policy issues.
Much like every other organization, the CATO Institute has a clear vision for the
organization's direction moving forward. This is apparent in the Institute’s mission statement,
which states that CATO’s mission is to “originate, disseminate, and increase understanding of

pressing problems. Moreover, in these recommendations, the Institute places the principles of
individual liberty and freedom (as codified in the U.S. Constitution) at the forefront of their
