Introduction
The success in modernization in Japan in the 19C was attributed to many aspects that
forced the country into modernization. The political setting of the country was one major aspect
that was critical to the country’s modernization. In 1868, Tokugawa shogun, who ruled Japan as
a great general lost his power, leading to the restoration of an emperor in the supreme position.
The emperor assumed the name Meiji; that meant enlightened rule, hence Meiji Restoration.
During the Meiji takeover, the country was temporarily weak in the military forces, in agriculture
and little developments in the sector of technology. Besides, several feudal lords controlled
Japan. The superior countries such as the US forced Japan in the signing of the treaties that
limited the control of the country over its foreign trades. Besides, the crimes concerning foreign
trades were to be tried in the Western courts. Towards the death of the Meiji, the country had a
bureaucratic and a centralized government, a well-developed transportation network, and a
constitution that established an elected parliament. Besides, there was a powerful navy, and
military developed, industrialized sector as well as the use of the latest technology, and an
educated population that was free of the feudal class restrictions.

Japan fought and won two wars against Russia that was a great European power, hence
