I supposed you missed a sign between -7x and 3y. Lets suppose it is a +.

-7x+3y = 19       (1)

y = -2x - 11        (2)

Substitution:

Substituting y in (1)

-7x+3(-2x-11) = 19

-7x - 6x - 33 = 19

-13 x - 33 = 19

-13x = 19 + 33

-13x = 52

     x = - 52/13 = -4

Substituting x in (2)

y = -2 (-4) - 11

y = 8 - 11

y = -3

Solution: x= -4 and y= -3   or (-4,-3)
