Abstract
The American government does not have a substitute and is thus required to act on all the
matters concerning the country. It needs effective laws and enforcements in place. This therefore
means that it has the key role in all times which include during aggression, when serving the
American people with a secure establishment and universal values. Security is a significant issue
and is an issue that has many challenges as there are various threats that always need to be dealt
with. The government and its institutions are required to address at its level best all the issues of
