I would preferably hire the second candidate with excellent customer service and fair technical skill. Customers are the lifeblood of a company and their loyalty is of importance. Customer satisfaction would not only t focus on the output of a systems analyst but as well as how he deals with customer relations. In furtherance, Having fair technical skills can be enhanced and developed through proper training and experience through time while changing one's attitude towards other people can be more challenging.
Systems analysts should also be responsive, versatile, prompt and updated.

Being responsive and competent would mean that an analyst should respond to customer specifications with full knowledge and be able to create a system based on the customer's desired output.

Analysts should also be versatile or flexible to the different needs of customers through time.

Being prompt is also a necessary skill in order to deliver the desired output of customers on a timely basis.

Analysts should also be continually updated to current changes in his field.
