There are a number of venues to do this: secondary data (data that has been collected by someone else or an organization such as the US Government or a police department, etc. survey research (conducting a survey - which I do not recommend - time consuming), case studies, comparative analyses, ethnographic studies, quantitative analysis (i.e. regression analysis, least means square, analysis of variance, etc - most of you probably are not sufficiently trained to undertake quantitative analysis). There are other methods as well.

References - three or four references, some primary ones, on your topic should be listed with APA citations.

It is expected that the proposal will be around five pages or so in length.

Prison Staffing Shortage
Introduction
Prison staffing shortages have long been an issue and the progress has been slow to improve the
problem. The drawbacks such as low pay and long hours have discouraged people from applying for
positions in the United States prison system. The risk involved in having to deal with prisoners
everyday is another deterring factor. A lack of support from administrations is seen as a viable existing
roadblock and many still believe that the issue doesn't even exist. This thesis will research the reasons
and consequences of inadequate prison staffing issues at correctional facilities across the nation while
focusing on specific problems in Texas and Tennessee. A detailed plan to improve the number of new
applications submitted for employment at correctional facilities will also be a primary objective of the
thesis.
Reasons for this investigative research
This question merits a full investigation for several reasons, some more obvious than others.
