In 1953, Meals on Wheels was founded in South Australia by Doris Taylor and the Port
Adelaide Kitchen served the first meal on August 9, 1954, to eight elderly residents of
Port Adelaide.

It was in 1969 that Cay Krieger, Martha Shull, and Jean Wade founded the Meals on
Wheels in the U.S. up to now; the program has remained active under Ellie Hollander’s
leadership.
Legislative Authorization
•
Meals on Wheels, along with other social welfare programs, has been legalized in the
U.S. Social Security Act of 1937, which allows for the creation and registers welfare
programs that operate within the states expected to register as non-profit organizations.
•
The 74th Congress of the U.S enacted the 1935 Social Security Act, which President
Franklin Roosevelt signed into law.
Source of Funding
•
It is through a unique blend of government funding, volunteers who deliver food, as well
as individual donors that Meals on Wheels is able to operate.
•
They also receive thirty-five percent (35%) of their funds from the federal government as
mandated in the Older Americans Act (Lindsey, 2018).
Eligibility Requirements

The Meals on Wheels program happens to be a network of many small and large-scale
organizations and does not bear a lot of limitations on who is or is not eligible.

The program is open to all elderly people who are homebound and cannot prepare their
meals for whatever valid reason, maybe too sick, old, or financially incapable of
providing for their meals.

Currently, Meals on Wheels has spread across society, reaching out to the needy and old
age members as far as Multnomah, Washington, and other counties of the U.S.

The program uses Meals on wheels to reach the homebound beneficiaries of the welfare
program while also serving food at noon in their dining centers.
