Height of a building is propotional to the lenght of a shadow.

That means that if the height of a taller building is x, then :

14 / 16 = x / 24.

Multiply both sides of equation on 24:

14*24/16 = x*24/24 = x

From here we use that 14 = 2*7, 24 = 3*8 and 16 = 2*8 :

x = 2*7*3*8 / 2*8 = 7*3 = 21.
