centered = (-1,-3)

Horizontal radius = 6

Vertical radius = 4

Equation = (x - h)²/a² + (y-k)²/b² = 1 

               (x - (-1))²/a² + (y - (-3))²/b² = 1

               Hence 

 Equation is       (x + 1)²/a² + (y + 3)²/b² = 1
