B. Cultural shift needed to have virtuous prisons
1. A cultural change that entails offenders conforming to standards of right and
wrong inside and outside prison is needed to have virtuous prisons

careful attention on how prisons should be arranged to enhance a moral
generation is also needed.

3. These efforts should incorporate the use of existing knowledge of criminology
on what is best for the offenders.
