Part I: Challenges and Strategies for Recruitment and Selection Scenario: You are a human resource director working in an integrated urban hospital. As a result of ongoing changes in the hiring process at your facility, your VP of HR has charged you with preparing a plan for supervisors to use when they recruit and select health care employees. Before you can prepare the plan, you must first analyze the challenges involved in the recruitment and selection of health care providers. You must also propose strategies to address those challenges. To prepare for this Assignment: • • • • Review the provided scenario. With the scenario in mind, analyze challenges (e.g., legal, ethical, moral, and operational) related to managing recruitment and selection in health care organizations. Evaluate the efficiency and effectiveness of various recruitment sources and selection methods. The Assignment In a 6- to 8-page paper, address the following: • • • Analyze six challenges (e.g., legal, ethical, moral, and operational) related to recruitment and six challenges associated with selection. o Include a balance of information on both internal and external challenges, and explain how these challenges impact recruitment and selection. o Explain the impact of failing to address these challenges on human resource functions and hospital performance management. Recommend strategic approaches to address the challenges associated with internal and external factors that affect recruitment and selection. o Describe a strategic approach for each factor you identified and explain how this strategy will help mitigate the potential challenges inflicted by the particular internal or external challenges. Include best practices from other industries (e.g., information technology, hospitality) in your recommendation. Evaluate the efficiency and effectiveness of various recruitment sources and selection methods. o Explain how information from other industries can inform recruitment and selection in the health care industry. o Identify at least two recruitment sources that the human resource department should use and evaluate their efficiency and effectiveness. o Identify at least two candidate selection processes that the human resource department should use and explain which is most effective and why. Note: The paper should be 6–8 pages, not including the title and reference pages. Your Assignment must be written in standard edited English. An organization that plans to have a competitive team of employees should focus more
on its recruitment strategies. During the selection and recruitment of employees in an
organization this is where the talents and skills of individuals are identified. However in the
event that the management is unable to identify the best group of people at the recruitment stage
it fails to have a competitive working team. Additionally challenges in recruitment that affects
the hiring system should also be considered. This paper reviews the challenges that health care
organizations face during select and recruitment. It also gives an account of strategies that can be
used to address these challenges.
Health care organizations which include the hospitals patients receive care services from
are today employing similar strategies in their operations like other industries. These strategies
includes the recruitment and hiring system which is used to select doctors, nurses and other
personnel required to work in hospitals (Goyal, 2013). The fact that hospitals or care
organizations are taken as other organizations makes them face similar recruitment challenges in
the hiring system. Some of these challenges include legal issues, ethical issues, organizational
structure and other complexities with the care facilities.
Health care organizations have complex structures whereby under one hospital there a
numerous kinds of employees (Niles, 2013). Within one health care organization you find
employees such as physicians, doctors, surgeons, psychologists and nurses among others. Each
of these categories has a varying skill and specialty from the other and thus during recruiting it
becomes tedious to select the different categories of individuals within one sitting.
Secondly the professional requirements of these personnel with care facilities also pose a
challenge for the recruiters. Personnel potential for various jobs in a care organization have high

qualifications as they are highly trained. Therefore their performance and capability is measured
using the national licensing organizations and the profession. There making it a difficult task in
recruitment.
In addition legal requirements tend to dictate how recruitment within the health care
organizations should be carried out (O'Meara, 2013). For instance legislation acts define the
length of time an institution can hold on to personnel’s records and data during recruitment.
Moreover the same legislation measures decide the amount of information that should be used
during recruitment practice and what should be left in the hands of an organization.
Recruitment strategies with the care organizations are also another challenge in selecting
personnel. Like other organizations hospitals also try to save the cost of hiring new employees
and as such decide on recruiting workers already in the organizations. However at times the
employees require training so that they can be qualified to work within the position they are
recruited for (Arthur, 2012). Moreover as employees within the care organization are given
additional work so as to avoid the recruitment of others some duties are left without people to
perform as they are already full with other responsibilities.
Ethical issues also fall under challenges affecting recruitment in health care
organizations. Potential recruits are required to have knowledge of the working environment they
are applying to work within. Moreover these individuals are also expected to be aware of the
ethical issues within the care facilities so as to be deemed as qualified and fit for the job with the
health organizations.
Risks associated with hiring individuals that might later on offer poor quality work is also
