In any service related field or industry quality is a very important measure of the level of
efficiency and effectiveness in the operations of the organization. Measuring quality in these
fields is very important because unlike in other industries that deal with products that are easy to
measure their quality due to things such as returns in the service industry measurement of quality
is a bit complicated. One of the industries that are primarily a service industry is the medical
field. Fortunately, there have been measures that have been put in place to measure the quality of
health care. In this paper, we are going to look at three rate based measurements Hospital CAHPS
(HCAHPS), Seclusions and Restraints Rate and Urinary tract infection admission rate.

The HCAHPS which stands for Hospital Consumer Assessment of Healthcare Providers and
Systems and pronounced as “H-caps” measures patients experiences in the hospital by taking
into consideration 32 items during the survey and data collection. What makes HCAHPS stand
out as a measure of quality is that though hospitals collect data on their performance from the
patient the measure is the first national standardized and publicly reported survey on patient
experience of medical care. The advantage of this is that allows for there to be a cross
comparison among hospitals locally, regionally and nationally.
The data for this measure is collected through administration of a survey. The prescribed time for
the administration of the survey is 2 to 42 days after the patient has been discharged from the
hospital. There are ways or the modes which have been approved for the administration of this
survey. These modes are interactive voice response, the mail, the telephone and a mixture of both
the mail and the telephone, in this case, the telephone being used to follow up on the mail. Like
stated this measure looks at the patient’s experience in the hospital. The following are the

Calculation for HCAHPS is conducted systematically through the following steps;


The hospital submits the HCAHPS surveys to the HCAHPS data warehouse for the
Hospital Inpatient Quality Reporting program.



The Centre for Medicare and Medicaid services (CMS) sought out the data by for
instance removing surveys that are incomplete or surveys that are from ineligible
patients.



CMS calculates the top box which is the most positive score given to the hospital for the
nine measures that are used to measure the patient's experience of care domain.



CMS then considers the patient mix adjustment for the nine measures that have been
