The Glasgow Report (GCR) played an important role in the revolution of the British penal
policy, and still exerts a certain influence upon contemporary penal practices in many countries
across the world. In its time, the report was well known for criticizing forms of punishment that
were regarded as barbarism. On the other hand, the GCR never used the word “rehabilitation”
but the word “treatment” in referring to how prisoners were treated and to the living conditions
that characterized prisons at the time. The GCR considered reformation as an impossible task
within prisons and considered that prisoners should be treated as individuals and not judge by the
