standards of just war theory are clearly rooted in the Western, Judeo-Christian
cultural tradition and hence are not readily transferable or applicable in
other cultural contexts. Additionally, just war standards such as
proportionality, legitimate authority, and last resort are vague and require a
great deal of discretion on the part of decision makers.
