Description
Policymakers pass policies that have the consequence of excluding or harming minority populations. However, I think we would agree that a majority of policy makers today may do those things, but not as a result of them intentionally wanting to hurt minorities, but because they genuinely have incorrect or incomplete information and therefore their preferred, poor policy is made in error rather than with the intention to harm.
Would you consider these people, therefore complicit, or also victims of the same system they're perpetuating?'
