The Articles of Confederation.
The Articles of confederation had the responsibility but not the power to compel its
member states on matters of commerce, taxation and warfare. It was simply considered a bond
of friendship which held the states together. Soon after war, the Confederation could not pay
its war debts since it did not have a source of money. It could not tax the states to get money
for the debts. The Articles of Confederation did not have the mandate to control trade between
member states. This led to the formation of unauthorised trade pacts. Due to economic strains
arising from the war, states overtaxed their citizens, there was inflation, revolts and bankruptcy
there arose the need to change the Articles of Confederation and therefore the making of the
Constitution.
The Constitution gave power to the Congress. The limitations which the Congress had
faced prior to the formation of the constitution were resolved and the Congress finally had
