Description

Step 1

1. Find your assigned security scenario from your section pdf file.
2. Open attached Portfolio Project Template. This will be your Project Portfolio document.
3. Write down your assigned security-related problem.
Step 2
1. Write a title: GIS Scope of Analysis
2. Answer the following questions:
i. Describe the background of the problem: you should be able to convert a vague problem statement or observation into a detailed and concrete description of relevant variables, properly contextualized in terms of both geography and policy.
ii. Finding similar examples that have been researched in the past and using security science theory to create a framework for analysis.
iii. Compare potential GIS analytical approaches to define your supported GIS question.
Step 3
1. Write a title: Formulating a Hypothesis
2. Answer the following questions:
i. Identify factors (be they variables, parameters or whatever) pertinent to the scope of analysis.
ii. create a statement proposing explanatory relationships should be constructed that is fully explained and clearly links back to the original problem and scope of analysis.
Step 4
1. Write a title: Test Hypothesis
2. Select and describe a method of GIS analysis that can be implemented through software
3. Describe the necessary data from appropriate data sources that you would need to make a map
Step 5
1. Write a title: Propose Action Plan
2. Propose action plan supported by your GIS analysis and relevant security science theory
3. Discuss local (Saudi) implementation of your action plan
4. Give references to international best practices that support your plan

There is a need for better security and control during Hajj.
GIS Scope of Analysis
i.

Describe the background of the problem: you should be able to convert a vague
problem statement or observation into a detailed and concrete description of relevant
variables, contextualized adequately in terms of both geography and policy.

There is a need for better security and crowd control during the Hajj. The Hajj is a Muslim pilgrimage
to the holy city of Mecca, which is found in Saudi Arabia. The event is mostly attended by adult Muslims.
Hajj is one of the most important Muslim taboos. Hajj happens during the last month of the year, which
is July. The event experiences a lot of problems due to the number of people who attend. Over 3.5
million people attend the Hajj. During the event, incidents like stampede occur which leads to some

people losing their life. There is an increased number of communicable diseases, which make the lives of
the pilgrims hard. Harsh climatic conditions also is a problem facing those attending the Hajj. Since the
number of people moving into the city is high, this can create room for people with bad intentions like
terrorist groups who would like to use the event as an opportunity to commit terrorist activities.
ii.

Finding similar examples that have been researched in the past and using security
science theory to create a framework for analysis.

Several security and crowd incidents have occurred over the past years, and all those have caused
harm to the pilgrims. A prime example is when a bomb exploded during the Hajj of 1989 which killed
several people. This alone is an indication of how security and crowd control is essential for the better a
better Hajj pilgrimage. There is another case where Saudi Arabian security officers clashed with Shia
pilgrims, which caused the death of more than 400 people. Several efforts have been put in place to
help in increasing safety and crowd control during the Hajj. More than 20 organizations are involved in
the preparation of the event. The DCMM was also formed to help coordinate all the organizations which
participate in the preparation of the Hajj.
iii.

Compare potential GIS analytical approaches to define your supported GIS question.

Ask: we have some questions to ask, like what are the main areas where insecurity is experienced? –
when did an incident happen, - where is crowd management a problem encountered.
Acquire: the data needed from this scenario is: the reason why crowd management is a problem during
the Hajj. Secondly, we have to investigate the area which are affected by insecurity to find out what
might be the problem.
Examine: The information acquired is good and will help in me conduct my investigation, and it wi...
