The US Congress decided over three decades ago that when it comes to considerations
about the defense budget, it is necessary to make some trade-offs. While resources are limited,
the nation needs an ample defense force that caters to the country’s security needs. Additionally,
the force must be well trained, ready to protect the country, equipped with weapons and the
necessary tools for modernization. One of the most important questions to be answered in
Congress was what had to be cut in order to finance defense. However, this notion has changed
over the last decade; the defense budget has gone through major cuts, and as the 2021 budget
was announced, it is clear that it will lead to a slight cut. The issue of whether or not to cut
funding for the US defense has been going on for decades, and the question is yet to be
answered.
According to the American Enterprise Institute (AEI), states the pressure that the Biden
Administration is under to cut defense spending. The Democratic Party clearly stated that the
Pentagon could run its operations with less financing. Moreover, Biden had already developed
and announced plans to spend more than $5 trillion in new money in the next ten years. The
paper argues that Biden’s team would look into cutting the budget for defense in order to free up
financing for domestic spending. This pressure is then increased by Republican concerns on the
increased federal deficit as a result of the pandemic’s emergency spending. The paper, however,
states that before a final decision can be made on whether to slash funding for the Defense
Department, it is important to evaluate the state of the defense budget over the past three
decades.
The Heritage Foundation quotes Adam Smith, D-Wash, House Armed Services
Committee Chairman, saying that the Democratic Party’s proposition of a 20% cut in the defense
budget because they viewed it as a “fundamentally destabilizing force in the world” was not a

logical position. The Democratic Party had earlier in the year proposed a 10% decrease in the
defense budget. This proposition, however, failed with a 324-93 vote in the House and 77-23 in
the Senate. The paper states that the co-chair of the Congressional Progressive Caucus, Rep.
Pramila Jayapal spoke on the need for making cuts on the Pentagon budget but failed to mention
the reasons the nation needs the defense force. It goes on to argue that she doesn’t mention the
impact a budget reduction on the military force would have on the globe, the size of the force, or
what would happen to this ...
