In “The Merit Principle in Criris,” Donald Kettl dives into an intriguing discussion of a
topic that not many Americans consider often— the rights of government employees. The
purpose of Kettl’s argument within his commentary article is to discuss the evolution of a law
requiring “federal workers to be hired, supervised, and promoted on the basis of merit” (Kettl
421). Kettl seeks to discuss how the laws on employing according to merit have shifted and what
other factors should be considered, specifically in regards to government employees in the
United States.
The central question of the reading is to overall consider whether the termination of
government employees should be made easier or more difficult. Kettl seeks to answer this
question by debating whether government employees are truly fulfilling the demands being
asked of them, or if there needs to be more pressure exerted onto them. Overall, the central
