This is really a matter of personal opinion. On the one hand you could argue that the US government should discourage outsourcing because it is taking away jobs from Americans. The unemployment rate although decreasing as of lately, is still affecting thousands and thousands of people. On the other hand you could argue that the US gov should not discourage outsourcing because it represents participating in the global economy, as well it can be seen as having a positive effect on the economy because it is cheaper for businesses to outsource, saves money and opens up more opportunities for entrepreneurship.
Whether or not outsourcing is ethical really depends on what practices of outsourcing a company takes. It is entirely possible for a company to outsource and remain ethical. However, on the flip side, if a company outsources for cheap labour and ends up in a situation like Nike once was (i.e. sweat shops) this is seen as completely unethical.
