Barriers to Addressing the Homelessness Problem
The solution of the problem of homelessness in Los Angeles is subject to numerous
barriers at the institutional, community, and public policy levels. The presence of institutional
barriers is based on limitations from social institutions, including churches, schools and
community organizations. The discrimination of individuals in education sector based on their
races also presents a barrier to the success of housing programs within Los Angeles. In
particular, poor literacy levels among people of color within the county present a challenge in
addressing the problem of homelessness (Henwood and Padgett, 2019). The concept of class and
socioeconomic status inhibits the possession of houses by people of color. Institutionalized
discrimination in the demarcation of land for different races also has entrenched barriers among
people of color. In essence, black people may not have similar opportunities to acquire housing
in safe neighborhoods.
Still, the success of housing programs in Los Angeles is under the constant threat of
barriers within the community level. Indeed, social values among the African American
community play a significant role in derailing homeless programs' success. The belief that male
individuals should be strong and secure housing without being helped is predominant among
