Let y ml be amount  of solution added

Total =y + 1000ml

Amount 0f NaCl  to begin with =final amount after adding

 1000x 0.009 + 0.3y = 0.06(y + 1000) 

9 + 0.3y = 0.06y + 60

0.24 y     = 51 

y=51/0.24

   = 212.5 ml

Final volume in bag = 1212,5 ml, but bag can only hold 1050ml, so will not fit

But with 25% more,the bag can hold 1250 ml, so it will fit.
