Introduction

With a surge in terrorist activities and terrorist threats both in the United States and
globally, criminal justice agencies have implemented strategies to combat these activities
through various ways; one of them being the implementation of community policing.
Community policing entails allowing police officers to serve in the same community for
extended periods to provide them the opportunity to learn more about the area and interact freely
with the members of the community. With this, they are well able to identify any new persons or
suspicious activities or can easily be reached out to by the community members in the event of
the same hence curbing terrorist activities. In this sense, an administrative change I would
propose to make in a criminal justice agency if terrorism and terrorist activities are to be
combated is community policing.
Prior Situation and reasons for the proposed change
It has been noted that police officers are constantly being transferred from one criminal
justice agency to another within a few years of working at an agency and sometimes months.
Most promotions are made including a transfer to a different location or state which is a factor
that forces the officers to keep adapting to new environments and sometimes they end up being
transferred before they completely adapt to the environment. As such, their ability to master their
communities has been affected hence leading to increased instances of terrorism and/or terrorist
threats because new policemen are unable to identify the terrorists earlier enough.
Another factor is the inability of most police officers to openly interact with the public
and community members for them to be considered part of the community where the members
will be free to share any relevant information regarding their security with the policemen. If

policemen are encouraged to interact with the community and foster partnerships, community
engagements, and problem-solving (Docobo, 2005), the community alongside the officers will be
a team that will work together to curb all forms of crime, including terrorism.
Anticipated positive results
According to Straub (2020), law enforcement officers that have a connection to the
communities that they serve are better placed to identify any suspicious individuals within the
community especially those with extreme beliefs and ideologies which can easily radicalize
individuals and pose terrorist activities and attacks. Community policing will achieve the goal of
creating partnerships between the community members and the law enforcement agencies since
security will be viewed as both the responsibility of the community members and the law
enforcement agencies (Docobo, 2005).
These community relationships will also be recognized by criminal justice agencies as
articulated by Straub (2020), a factor that will make it much easier to identify individuals with
high chances of threatening the security of the community. This will in turn prevent terrorism,
crime, and other forms of targeted violence (Straub, 2020).
Community policing will make it easier for criminal justice officers to analyze and
identify security issues, concerns, and challenges at the grassroots or rather in neighborhoods
because data on the same will be collected on a real-time basis hence the law enforcement
agencies will have the advantage of access to information that will see to it that crime, terrorism
or violence are dealt with in time (Straub, 2020).
