Myrna Sloan in her introductory remarks referenced "the power of eminent domain" and Bryant mentioned "the only objection...the difficulty of persuading the owners of the soil part with it. "what's this all about?
Eminent domain is basically when the government gets to take land from its owners (paying fair market value) and the owners can't actually do anything about it. In states or countries where eminent domain is not a thing, well...here's a NY Times article, old now, but relevant.
