The first step is to write a balanced equation for the reaction.  I'm going to assume that by "gas" you mean octane (C8H18). 

The balanced equation for the reaction is:

2 C8H18 + 27 O2 --> 16 CO2 + 18 H2O

Next, we have to convert lbs of O2 into grams of O2 (because the molecular masses of elements are measured in grams), using the conversion factor, 1 lb = 453.592 grams

22.1 lbs of O2 = 10024.39 g of O2

Now, convert g of O2 to grams of CO2 using the molecular masses and the equation as conversion factors. 

10024.39 g O2 ( 1 mol / 32 g O2)(16 mol CO2 / 27 mol O2) (46 g CO2 / 1 mol CO2 ) = 8541.85 g CO2

Now convert 8541.85 g CO2 back to lbs of CO2:

8541.85 g CO2 ( 1 lb CO2 / 453.592 g CO2) = 18.83 lbs CO2 produced
