How do you determine the equation of the line that is perpendicular or parallel to a given line, through a given point?

Ex) parallel  

2x -y =15; (3, 7)

The line parallel to 2x-y =15 is

2x-y =c

This passes through (3,7)

2*3-7 =6-7=-1

The line is 2x-y=-1

or y = 2x+1

The line perpendicular will be having slope (-1/2)

The line is 

(y-7) =-1/2(x-3)

2y-14 = -(x-3)

2y = -x +3+14

y = -0.5x +8.5

or y= -1/2 *x +17/2
